There are 2 things consider when deciding to travel to Saudi Arabia. First, is the weather. Saudi Arabia has 2 seasons, summer and winter. Riyadh, particularly, experience extreme temperature in both seasons.
Second, Saudi Arabia is a Muslim country and there is a certain dress code to observe while you’re here to remain respectful to the local customs and traditions.
As someone who lives in Riyadh as an expat, I’m going to share with you what exactly you can wear while traveling to Saudi Arabia.
What To Wear When Visiting Riyadh As Tourists
When you’re visiting Saudi Arabia as a tourist or an expat living in the country, it is best to understand the cultural and social norms to be respectful, and that includes what you should or shouldn’t wear.
Wearing abaya is no longer mandatory for women in Saudi Arabia, but modest clothing is still highly expected. Think of an outfit you wear during winter, which mostly will cover your skin.
When thinking of what to wear in Saudi Arabia, you should find an outfit that covers your shoulder, underarms, and knees.
A pair of long pants with a sleeve shirt is great. Avoid any low-cut tops as showing cleavage or any part of your chest is disrespectful in Saudi Arabia.
You can also wear maxi dresses. Your clothes should not just be modest in “length”, but also cannot be see-through.
The same goes to men, wearing shorts is a big no here and can actually deny you entry to certain public places such as the mall or any restaurants.
The outfit you wear during winter and summer will be different as in summer, the temperature can get unbearably hot. Despite that, you are still expected to observe the dress code and wear modestly.
I normally choose a lighter fabric to wear during summer such as cotton or linen. And I usually wear heavy fabric during winter as it can get very cold in Riyadh (the temperature can reach 0 degree Celcius in Riyadh).

What NOT to wear in Riyadh
If you’re wondering what you should NOT wear while visiting Saudi Arabia, I’m going to share the list here. These attire might be something you’re used to wearing back home and it feels weird not to carry them in your luggage. But trust me on this, you’ll be saving a lot of time and effort from figuring this one out by yourself.
Shorts
You can wear shorts only in your hotel room or your home. When you go outside, or even roaming around your hotel, wearing shorts is considered disrespectful to the cultural norms. The same goes for wearing miniskirts.
Miniskirt
You cannot wear a mini skirt out in public while you’re in Saudi Arabia. If you’re not sure what kind of bottoms to wear, anything above the knee is not accepted here. Although you might not get jailed for this, you can still get fined under the Public Decency Law in Saudi Arabia. Best to stick with long skirts or long pants.
Short dresses
In Saudi Arabia, women don’t wear short dresses in public as it is considered indecent. However in a private setting, such as at home or in a hotel room, you can wear whatever you like.
But if you’re traveling, it’s going to be a waste of your luggage space if you were to bring something you can’t wear going out. Best to leave your short dresses at home and bring a maxi dress instead.
Bikini / swimsuit
If you are going to visit the coastal city in Saudi Arabia, it is worth noting that a bikini is not very common here, especially if you are going to public beaches.
From what I know, private beaches allow this but you will have to double check with the resort or hotel you’re staying in.
In Riyadh, there are no beaches around as Riyadh is located in the middle of the desert. However there are a lot of hotels with swimming pools that you can lounge in. Some 5-star hotels allow bikinis at the pool area, however you will need to check with the hotel you’re booking to confirm.
Tank Tops / Spaghetti Straps / Tube Top
Generally wearing tank tops, tube tops, or spaghetti straps in public are not adhering to dress code in Saudi Arabia and it’s going against the Public Decency Law. If you still want to wear this, you can put a jacket or a cardigan on top and make sure your chest area is well covered. Or just wear it in your hotel room.

During summer, the temperature in Riyadh can get unbearably hot. Most locals and expats who live here will spend most of their time indoors during this month.
But if you’re traveling here during summer, it’s best to be prepared with a few items that will make your trip better.

During summer in Riyadh, wearing cotton or linen maxi dress will give you the ultimate comfort without giving up on your style. You still look good, modest, and airy in the desert heat.
What to wear in Riyadh in Summer: Long Pants
Wearing long pants is a way better option than wearing shorts as you wouldn’t have to worry if you will be denied entry to malls or any restaurants.
It’s the easiest way to be respectful. You can also wear jeans if you want, but it is better to pair it with a top that covers your bottom area especially if you wear tight jeans or a jegging.
What to wear in Riyadh in Summer: Headscarves
You are not required to wear a headscarf when traveling to Saudi Arabia.
What I noticed, people here appreciate modest outfits that cover shoulders, underarms, chest, and knees way more than covering your hair.
As a tourist or expat coming to Saudi Arabia for the first time, you don’t need to worry about covering your head.
But should you choose to wear it, you can still bring them with you or shop one while you’re here.

Summer in Riyadh is very hot and if you’re walking outside without any sun protection, your skin is going to get sunburn.

This also helps if you’re not wearing any headcover as the sun is scorching hot and will burn your head.

What to wear in Riyadh in Summer: Walking Shoes
When traveling to Riyadh in summer, I highly recommend using proper walking shoes as compared to flip flops or sandals.
The weather in Riyadh is very dry, hot, and there will be sandstorms.
If you’re wearing sandals or open-toe shoes, you might feel uncomfortable when the sand gets in between your toes.
But a flip flop will still be useful when you’re lounging by your hotel pool.

During winter, the temperature in Riyadh can get extremely cold. Most locals and expats who live here will spend most of their time outdoors during this month to really soak in the chill winter vibe.
If you’re traveling to Riyadh during winter, you will need to pack accordingly or you will be shivering with the cold.
A lot of tourists and new expats made the mistake of underestimating how cold the weather can be during winter in Riyadh.

What to wear in Riyadh in winter: Winter Jacket
If you are traveling to Saudi Arabia during peak winter December – February, you will absolutely need a winter jacket.
The temperature usually drops significantly at night to 4-5 degree Celcius which makes it very cold to walk around if you are not bundled up.
One thing to note, you don’t need the kind of winter jacket that is for snow temperature, but you still need a lighter one such as puffer jackets, wool coats, or fleece jackets.

If you are going out during the day in Riyadh during winter, you might find that the sun is still hot, but the atmosphere feels very cold. I find it helpful to just wear a winter cardigan as my outerlayer, instead of a winter jacket.

What to wear in Riyadh in winter: Thermal wear
Wearing thermal wear under your clothes will absolutely help you to deal with the cold and you don’t need to layer as much when you have thermal wear. I usually just need to wear my heat tech / thermal wear, another layer of shirt and jeans, before putting on my abaya as an outerlayer.

What to wear in Riyadh in winter: Gloves & Scarves
From my experience living winter in Riyadh, you don’t always need gloves but the temperature sometimes can’t be predicted. There are occasions where I badly needed my hand gloves, especially when I spend time outdoors at night with family and friends.
What to wear for the desert in Riyadh
If you are going on a desert trip in Saudi Arabia, you must find a proper desert safari outfit as the condition in the desert can be quite harsh and dusty.

You would want to cover your hair and face with a scarf to avoid sand from sticking on your skin and hair.
I would personally recommend wearing pants instead of a skirt or dress if you book for any camel riding activities. If you choose to still wear skirts or dress, make sure they’re ankle length and you have a legging inside. The desert can be windy and you don’t want your skirt to fly up 🫣

Riyadh is a very safe city to travel to. The crime rate is very low. As an expat who lives here myself, I can tell you that this is one of the safest cities I’ve been to as a woman. The social and cultural norms here respect women. It is very wise to dress modestly as you will gain respect from people. Being respectful as a tourist in Saudi Arabia will give you peace of mind during your travel.

Night life in Saudi Arabia is not the same as in the West. There are no nightclubs and alcohol consumption is banned here. However, night life is still popular here and you will be surprised when you experience it. Night life here means you will see people going out at night to have late dinner at 9pm, and a coffee hangout at 11 pm. On weekends you can even see families with children out until 2-3am. Riyadh is a safe city and people live here peacefully.
Can I wear heels in Riyadh?
As someone who doesn’t really wear heels, I personally would recommend wearing comfy sneakers or slip-ins shoes if you are going to walk a lot. But that’s probably just me! From what I have seen, women usually wear heels at the mall or in any indoor setting.
